Because of restrictions on foreign ownership, investing in Malaysia is less popular than in other southeast Asian states. For example, when tendering state contracts, the government gives preference to businesses owned by ethnic Malays. Malaysia investment is further discouraged by the country's low ranking in the 2012 Index of Economic Freedom by The Heritage Organisation, scoring poorly in terms of investment freedom and capital flows.
